Why LEV Inspections in line with COSHH2002 Matter for Businesses in Lincoln

Lincoln

Lincoln is a historic cathedral city in the heart of Lincolnshire. Perched on a hill overlooking the River Witham, Lincoln is famous for its medieval architecture, Roman heritage, and its role as a regional administrative and economic centre. The city blends centuries of history with modern industries, making it a key hub in eastern England.

A Brief History of Lincoln

Lincoln’s history stretches back nearly 2,000 years. Originally a Roman settlement called Lindum Colonia, the city was established as a colonia for retired Roman soldiers around AD 60–65. Many Roman walls, gates, and archaeological remains are still visible, reflecting its significance as a military and administrative site.

During the medieval period, Lincoln flourished as a centre of trade, governance, and religion. The construction of Lincoln Cathedral began in 1072 and was completed in the 14th century. For over 200 years, it was the tallest building in the world, symbolising Lincoln’s prominence. The adjacent Lincoln Castle, built by William the Conqueror in 1068, further highlights the city’s strategic and historical importance.

In the 19th and 20th centuries, Lincoln became a hub for manufacturing and engineering, particularly in the automotive and precision engineering sectors. Its location near rivers and later railway connections facilitated trade and industrial growth.

Modern Industries in Lincoln

Today, Lincoln has a diverse economy that balances heritage tourism with advanced manufacturing, technology, and service industries.

Engineering and Manufacturing: The city maintains a strong engineering presence, including precision manufacturing, automotive engineering, and machinery production. Companies in and around Lincoln supply both domestic and international markets.

Education and Research: University of Lincoln has become a major contributor to the city’s economy, attracting students, researchers, and technology businesses. The university also supports innovation in digital technology, engineering, and creative industries.

Tourism and Culture: Lincoln’s historical landmarks, including the Cathedral, Castle, and Steep Hill, make it a significant tourist destination. Festivals, cultural events, and museums contribute to the local economy while promoting heritage conservation.

Retail and Services: Retail, healthcare, professional services, and public administration provide significant employment, making Lincoln a regional service hub.

Technology and Start-ups: Lincoln is also emerging as a centre for technology and digital start-ups, aided by university research initiatives and modern business incubators.

Lincoln Today

Modern Lincoln seamlessly blends its rich history with a forward-looking economy. Its Roman and medieval heritage attracts tourists from across the UK and internationally, while manufacturing, education, and technology sectors provide jobs and support regional growth. Investment in infrastructure, culture, and business development ensures Lincoln remains a dynamic city that honours its past while embracing the future.

For these businesses, staying compliant with the Control of Substances Hazardous to Health 2002 (COSHH) is not just a legal requirement—it’s also about safeguarding your employees, protecting your business reputation, and ensuring your equipment remains safe and reliable.

Legal Requirements Under COSHH 2002

COSHH regulations place strict duties on business owners and equipment operators. Any business in Lincoln that owns or operates pressure systems and pressure equipment must ensure that:

  • Fixed Local Exhaust Ventilation Systems and Mobile Extraction Equipment is safe to use.

  • The systems and equipment are examined at periodicities not exceeding 14 months. Some more severe or hazardous environments require examining at more frequent periodicities.
  • Inspections are conducted by a competent and impartial person.

Failure to comply can lead to heavy fines, prosecution, and serious safety risks.

Protecting Your Workforce and Your Business

At SEIS, we know that every business in Lincoln – whether in heavy industry, healthcare, education, catering or automotive—depends on reliable, safe equipment. Regular LEV inspections & LEV testing reduces the risk of accidents, protects your workforce, and ensures smooth day-to-day operations. Compliance not only keeps you legal, but also demonstrates a strong commitment to employee safety.

What is a Thorough Examination under COSHH?

A thorough examination under COSHH is a detailed and legally required inspection of your local exhaust ventilation, fume extraction and dust extraction systems. Unlike simple checks or maintenance tasks, a COSHH examination must be performed by an impartial, competent person and results in an official Report of Thorough Examination.

Frequency of Examinations

How often your LEV system in Lincoln needs to be inspected & tested depends on the system conditions:

Under the Control of Substances Hazardous to Health Regulations 2002 (COSHH), Local Exhaust Ventilation (LEV) systems must be thoroughly examined and tested at regular intervals to ensure they continue to effectively control exposure to hazardous substances.

COSHH Regulation 9 requires that LEV systems are examined and tested by a competent person at least:

  • Every 14 months for most LEV systems
  • Every 6 months for LEV systems used to control exposure to lead or asbestos
  • More frequently dependent on environment, application and usage

In addition to these statutory intervals, more frequent examinations may be required:

  • Where the LEV system is heavily used or operates in harsh conditions

  • If changes are made to processes, materials, or equipment

  • Following repairs, modifications, or if performance issues are suspected

Ongoing checks

COSHH also requires employers to ensure that LEV systems are:

  • Maintained in an efficient state

  • Kept in efficient working order and good repair

  • Subject to routine user checks and maintenance between statutory examinations

Records

Records of LEV examinations and tests must be kept for at least five years and made available to enforcing authorities such as the HSE if requested.

In summary, LEV systems must be formally examined and tested at least every 14 months, every 6 months for lead and asbestos, or more frequently dependent on application or usage with additional checks and maintenance carried out as necessary to ensure continued effectiveness and legal compliance.

Competent Persons and Impartial Reporting

COSHH requires inspections to be carried out by a competent and independent person—not by the equipment supplier or operator. At SEIS, we meet these exact criteria. Our inspections are impartial, unbiased, and always in line with UK regulations.
