Why LEV Inspections in line with COSHH2002 Matter for Businesses in North East Lincolnshire

North East Lincolnshire

North East Lincolnshire is a coastal local authority area in northern England, centred around the towns of Grimsby, Cleethorpes, and Immingham. Situated on the south bank of the Humber Estuary and facing the North Sea, the area has long been shaped by maritime trade, fishing, and port activity. Today, it remains one of the most economically significant coastal regions in the Humber area.

A Brief History of North East Lincolnshire

Although North East Lincolnshire was formally established as a unitary authority in 1996, its settlements have histories stretching back over a thousand years. Grimsby has Viking origins and became an important medieval fishing and trading port, receiving a royal charter in 1201. Cleethorpes developed later as a coastal resort during the 19th century, attracting visitors seeking sea air and leisure.

The expansion of docks in the 19th century transformed the region into a global fishing powerhouse. By the mid-20th century, Grimsby was known as the largest fishing port in the world, landing vast quantities of fish from the North Atlantic. Meanwhile, Immingham grew rapidly in the early 20th century following the construction of its deep-water port, strengthening the area’s industrial and shipping capacity.

The decline of distant-water fishing in the late 20th century prompted significant economic restructuring, encouraging diversification into new industries.

Modern Industries in North East Lincolnshire

Today, North East Lincolnshire has a diverse economy built on ports, food production, renewable energy, and logistics.

Ports and Logistics:
Port of Immingham is the UK’s largest port by tonnage, handling bulk cargo, containers, and energy-related imports. Alongside the Port of Grimsby, it forms a crucial part of the Humber port complex, supporting international trade and large-scale distribution networks.

Seafood Processing and Food Manufacturing:
Grimsby remains the UK’s leading seafood processing centre, supplying chilled and frozen products to supermarkets and food service companies nationwide. Food production and packaging are major local employers.

Renewable Energy:
The Humber Estuary is one of Europe’s key hubs for offshore wind energy. Grimsby serves as an operations and maintenance base for several North Sea wind farms, supporting engineers, technicians, and supply chain businesses.

Chemical and Process Industries:
Immingham and the wider South Humber Bank host chemical processing, refining, and energy-related industries, contributing significantly to the regional economy.

Tourism and Hospitality:
Cleethorpes continues to attract visitors with its beaches, promenade, and traditional seaside attractions, supporting hospitality and leisure businesses.

North East Lincolnshire Today

Modern North East Lincolnshire is a region defined by resilience and reinvention. While its fishing heritage remains central to its identity, the area has successfully adapted to changing economic conditions by expanding into renewable energy, port logistics, food manufacturing, and chemical processing.

With ongoing investment in port infrastructure, clean energy projects, and town centre regeneration, North East Lincolnshire continues to play a vital role in the economic strength of the Humber region and northern England.

For these businesses, staying compliant with the Control of Substances Hazardous to Health 2002 (COSHH) is not just a legal requirement—it’s also about safeguarding your employees, protecting your business reputation, and ensuring your equipment remains safe and reliable.

Legal Requirements Under COSHH 2002

COSHH regulations place strict duties on business owners and equipment operators. Any business in North East Lincolnshire that owns or operates pressure systems and pressure equipment must ensure that:

  • Fixed Local Exhaust Ventilation Systems and Mobile Extraction Equipment is safe to use.

  • The systems and equipment are examined at periodicities not exceeding 14 months. Some more severe or hazardous environments require examining at more frequent periodicities.
  • Inspections are conducted by a competent and impartial person.

Failure to comply can lead to heavy fines, prosecution, and serious safety risks.

Protecting Your Workforce and Your Business

At SEIS, we know that every business in North East Lincolnshire – whether in heavy industry, healthcare, education, catering or automotive—depends on reliable, safe equipment. Regular LEV inspections & LEV testing reduces the risk of accidents, protects your workforce, and ensures smooth day-to-day operations. Compliance not only keeps you legal, but also demonstrates a strong commitment to employee safety.

What is a Thorough Examination under COSHH?

A thorough examination under COSHH is a detailed and legally required inspection of your local exhaust ventilation, fume extraction and dust extraction systems. Unlike simple checks or maintenance tasks, a COSHH examination must be performed by an impartial, competent person and results in an official Report of Thorough Examination.

Frequency of Examinations

How often your LEV system in North East Lincolnshire needs to be inspected & tested depends on the system conditions:

Under the Control of Substances Hazardous to Health Regulations 2002 (COSHH), Local Exhaust Ventilation (LEV) systems must be thoroughly examined and tested at regular intervals to ensure they continue to effectively control exposure to hazardous substances.

COSHH Regulation 9 requires that LEV systems are examined and tested by a competent person at least:

  • Every 14 months for most LEV systems
  • Every 6 months for LEV systems used to control exposure to lead or asbestos
  • More frequently dependent on environment, application and usage

In addition to these statutory intervals, more frequent examinations may be required:

  • Where the LEV system is heavily used or operates in harsh conditions

  • If changes are made to processes, materials, or equipment

  • Following repairs, modifications, or if performance issues are suspected

Ongoing checks

COSHH also requires employers to ensure that LEV systems are:

  • Maintained in an efficient state

  • Kept in efficient working order and good repair

  • Subject to routine user checks and maintenance between statutory examinations

Records

Records of LEV examinations and tests must be kept for at least five years and made available to enforcing authorities such as the HSE if requested.

In summary, LEV systems must be formally examined and tested at least every 14 months, every 6 months for lead and asbestos, or more frequently dependent on application or usage with additional checks and maintenance carried out as necessary to ensure continued effectiveness and legal compliance.

Competent Persons and Impartial Reporting

COSHH requires inspections to be carried out by a competent and independent person—not by the equipment supplier or operator. At SEIS, we meet these exact criteria. Our inspections are impartial, unbiased, and always in line with UK regulations.
